Unlocking the Scout Armor permutation in Halo 3 requires Unlocking several achievements in the game:

To unlock the Scout “Body” Armor, unlock the “Too Close to the Sun” achievement.
To unlock the Scout “Shoulders” Armor, unlock the “Mongoose Mowdown” achievement.
To unlock the Scout “Helmet” Armor, unlock the “Used Car Salesman” achievement.
